Taking the stance that all breeds are equally dangerous is a failure to protect the public

What I would like to know is why Surrey doesn't have a pit bull muzzle law when other municipalities do and why has it stuck with the "no breeds are more dangeorus than other breeds" position? Sure, it's not a very popular stance to take and makes a lot of animal lovers mad, but this seems to be a real failure to protect the public on the part of Surrey's legal department. I think the parents ought to sue Surrey for not having a bylaw to protect its kids and small dogs the way other municipalities have.
