Bad law changes when it causes enough distress in enough people. In democracies, the process of legal change is slow but animate... almost sentient... in its ability to change as humans change. In what is called the western world, laws to protect animals from suffering and pain (distress is the legal term) began to be adopted hundreds of years ago, but these laws only proceeded at the same snail's pace as the public's perception of animal-suffering changed.
Equality laws of many sorts have been changing rapidly in the last few years and animal law is only one of many areas of law undergoing change because current permissive animal laws are causing unhappiness to a growing number of people. When a critical mass is reached, all animal-use will be abolished, even animal-use "controlled" by kindness-laws, just as slavery was abolished, not controlled by kindness-laws.
