Chained Dogs - Vancouver

I just caught the last few moments of a newcast which stated the efforts of the Animal Advocates Society (AAS) on behalf of chained dogs has been a success and Vancouver City Hall (COPE members)are seriously considering new bylaws which would make anyone who thought they could chain up their dogs 24/7 think twice.
While the BCSPCA who claims to " speak for those who cannot speak for themselves " was busy doing feasibility studies, working on creating a partnership with ad company Palmer Jarvis, discussing a revised logo, making plans to cancel the memberships of members and life members, and tripling the number of head office administrative staff, AAS, a small group of individuals who at one point in time the SPCA had threatened to sue, has made a massive impact on the welfare of dogs in Vancouver.
