I can personally tell you that the girls at the Delta SPCA do home visits, I have done a few for them and I know they take time out of their personal lives to perform home visits for every dog that gets adopted from their shelter.. The staff there takes adoption very seriously and I know that they follow up and do adoptions the way they should be.

As for other shelters I do not know.
