The B.C. SPCA was restructured in late 2001 and according to their new bylaws:

"2. MEMBERSHIP

2.1. Generally

The members of the Society are those persons who are members of the Society or any Branch when these Bylaws become effective and those persons who become members of the Society in accordance with these Bylaws, and who, in either case, have not ceased to be members. The Board will assign each member to the Branch operating in the area of the member’s address or in the area nearest to the member’s address."

I believe it's now their practice to review each application.

B.C. SPCA board minutes August '04

"5.3 Revenue Development/Membership Committee

The Revenue Development/Membership Committee provided a report and addendum on increasing membership rates to a level where the cost of servicing memberships was not a financial burden on the Society, and suggested ways for Branches and CACs to promote and approve memberships. [POSTER'S NOTE: Branches were responsible for this before the new bylaws and restructuring were implemented.}

Moved/Seconded/CARRIED that the Board of Directors raise the Active Membership rate for 2005 from $10 to $25; and add a Seniors’ rate of $15, for individuals 65 and over; that the Life Membership rate remain at $250; that the Corporate Associate Membership rate remain at $100.

Moved/Seconded/CARRIED that the Board instruct the CAC and Volunteer Development Committee, as a high priority, to work with the GM: Revenue Development to draft a policy and guidelines with respect to the membership screening and approval process for the next meeting of the Board of Directors. All those interested were asked to submit their ideas and recommendations to the CAC & Volunteer Development Committee. In addition, the Committee was asked to make a recommendation on the staff membership rate."
