Ms. Gourkow fails to acknowledge the BC SPCA's role in this problem.

Has the BC SPCA over the last 10 years been pro-active with spay and neuter programs in shelter or the community?

NO!...actually I am unaware of a morally acceptable feral cat policy at all. Does anyone know what the BC SPCA feral cat policy is at the present moment?
