It would appear that the 2nd quarter financial position of the BCSPCA is in the black by $47,000. This probably includes the almost $1,000,000 legacy that the Society received in Victoria. If this is, in fact, the case then this is no cause for self congratulation in "Fastrack". It is not financially sound to make one-time, unique contributions like this a part of the budget process. Without this legacy, the 2nd quarter financials would show an almost $1 million deficit, surely no cause for celebration by the SPCA.

The process to get to a balanced budget seems to be focussed on cutting costs, i.e. services. The result is almost certainly to be that even more people get disappointed by the BCSPCA and so reduce their support by fewer donations. The cycle then repeats and the end result will be no BCSPCA!
