It is far from a sure thing that the SPCA can be saved from itself. A "fluid" strategic plan sounds relaxed and open to good, new ideas, but in reality the SPCA's strategic plan is so unclear that there is no overall "plan" revealed in it.

There are plans to do this and that, but no vision, at least not one that is clear to me. Perhaps SPCA "insiders" know the code to this plan, but I don't.

The SPCA's 2001 Community Consulation Report was the last time the SPCA made a clear statement of its vision. One of the clearest statements it made was that the SPCA's dog-catching business made the SPCA hated and reviled and the SPCA had to get out of this business and do more animal welfare.

The current CEO is so desperate to hang on to the SPCA's dog-catching business that he is sending out mass mailings in Surrey, begging citizens to tell their council to keep contracting with it. The Surrey SPCA is the most hated SPCA we know of, and it will be more hated the longer it is the dog-catcher in Surrey.

If anyone knows what the "plan" is in the strategic plan, I'd love to hear.
