In 2001, AAS asked Vancouver to adopt the bylaws and to go further - to ban the keeping of dogs in yards. We offered our report "IT'S TIME!" at a presentation to Mayor and Council. The report contained all the research and expert opinion on why permitting "yard dogs" is not only inhumane, but a public danger. The report documented many examples of suffering dogs in Vancouver.

It only took four years for Vancouver to do the right thing for dogs in spite of SPCA interference and lack of action *LINK*
The City's other dodge was to say it was up to the SPCA to deal with this *LINK*
This is one of the reasons so many people became disenchanted with the SPCA
