City staff also advised Council that this was not the City's problem or expense - it was up to the BC SPCA to use the PCA Act to deal with the plague of suffering yard dogs that AAS had documented. It said this in spite of the SPCA's long history of leaving the dogs to the elements and filth, and blaming the complaints as being "trivial" (the SPCA's own word).

AAS's report resulted in City and SPCA staff holding meetings out of which nothing happened except the SPCA promise to investigate each of the dogs in AAS's report and report back to the City.

Almost eleven months after we presented our report, the sent its report to the City that was so devoid of information that, in the words of one Councillor, it was an insult to their intelligence.

The SPCA's empty report was written by Shawn Eccles who CEO Craig Daniell promoted to Chief Animal Protection Officer.
