Ex-Victoria SPCA volunteer says it doesn't add up

As a prior volunteer at the Victoria SPCA, I witnessed a large waiting list of people who wanted to surrender their cats. At the same time, there would often be upwards of 12 - 14 EMPTY cages in the adoption area of the shelter. People would be turned away at the door, told "we're full". We would ask why, but the explanations simply didn't add up. Frustration, despair, and helplessness abounded amongst the volunteers, who feared for these poor animals, as often, the shelter is their last hope before being abandoned.
