I hope the SPCA goes even further and makes sure that dogs are not being left outside and tethered 24/7

This is very, very encouraging. I am especially encouraged by the fact someone felt they went through hoops to adopt a dog. YAY. And FINALLY. My big concern now though is who is going to adopt a dog that has some difficult issues such as aggression towards people? That is a real handful to take on, and it worries me who the dog will end up with. I hope the SPCA goes even further and makes sure that dogs are not being left outside and tethered 24/7 which often leads to dog aggression and is doing more about curbing backyard breeding. If more was done to stop the 'bad' breeding and thus the genetic possibility of aggression, and the anti-socialization of dogs that can lead to aggression, there would be a lot less difficult dogs ending up at shelters that no one, and rightly so, wants to take on. My only hope is that a dog with aggression issues ends up in very knowledgeable hands to keep both the dog and the community safe.
