Target owners of vicious pets

Our laws need to be updated or changed to protect citizens from other society members who indulge in extreme activities.

I can think of no valid reason why anyone would want to keep large, vicious pets in an urban environment.

If our society insists on condoning the harbouring of these animals, it should ensure that owners be made fully responsible, financially and criminally, for results of the animals' behaviour.
