Lesa asked important questions in a responsible way, and the SPCA's response was to remove the entire Boxer Rescue group from their "Approved" list. Very typical of the BCSPCA.
I understand your fear for the dogs the SPCA may not call you about, Lesa, but you'll save many others.
The more the SPCA refuses to work with other groups, the more they alienate other groups and individuals, the more the public will support the smaller rescue groups.
The idea that the SPCA thinks that they can "approve" other groups in the first place is ridiculous.
They are in no position to officially "approve" anyone, or group, while they themselves are still ignoring calls about abused/neglected dogs and cats, keeping rabbits in tiny cages, and so on.
