The poor can't or won't pay anything, especially Natives

Let me get this straight... the SPCA is putting in $20 a cat and making poor people pay $75? (I wonder how much you have to reveal about your life to get the $20?) The poor can't or won't pay anything, especially Natives and that is where most of the kittens are coming from now. So the poor will go on letting their cats have kittens and giving them to other poor people. I can't see how this is a real solution for the low income people it purports to be for, so what is it all about?
