Public awareness and education strategies are only effective over a long period of time and only if constant. Feral cat groups have often felt the wrath of the SPCA, but not much cooperation from the SPCA.
Famously (or infamously), two years after the recommendation in this report that the SPCA "work cooperatively with cat rescue groups", the SPCA raided Forgotten Felines Cat Rescue and Shelter. Founder Penny March is one of the best-known feral cat trappers in BC, and the raid made her a lot more famous as the media - newspapers, TV, and radio, rallied to her defence and trashed the SPCA. There are more instances of the SPCA trying to thwart feral cat rescuers, far too many to mention.
