If this is correct, why have they not done this?
Who are the rescuers to determine how wildlife regulations may or may not be applied in a given situation? An awful lot of time and attention has been spent on raising money to build a pen, instead of petitioning authorities to allow Helena to be released in a less populated area of BC. I see no educational value in studying a cougar in a cage, who will display none of her natural behaviors.
