My heart goes out to the woman who cared enough to rescue this neglected cat only to find it had been killed at the SPCA.

Simple policies could be implemented and the SPCA may easily develop "third party interest" contact protocols to ensure this does not happen again and a life is not lost when perhaps there was a chance for a very different outcome for this one innocent soul.
