I agree with SPCA defenders that better laws and by-laws are needed, and that we should never stop trying to make legal changes that help us prosecute animal abusers in more effective ways. We also need tougher rules and regulations regarding breeding and selling all animals.

I am by no means ignoring or slighting those dedicated people working in the SPCA who are, indeed, performing some rather thankless tasks and who are dedicating their lives to helping their charges. It is as much for those caring employees and volunteers that I recount the negative experiences many have endured. How unfair that the good folks get lumped in with the not-so-willing workers; yet is that not what happens when a few rotten apples get mixed into the basket?

However, to gloss over or ignore the problems that so many of us have had with the BC SPCA is foolhardy. Of course there have been cases in which they responded properly and took care of the problem when reported. There is no doubt, though, that they have just as often dropped the ball and left far too many animals in horrific situations.

Also in question are the attitudes of staff at SPCA shelters. I have personally heard from far too many people, who have been insulted and angered by the rudeness and downright belligerence of front desk people and workers at various shelters, and thus I am sure there are a lot more stories out there of similar experiences.

As we in rescue are very aware, the SPCA is the first place that the general public will turn to when confronted by animal issues. It is understood that this organization is mandated, and is being paid, to see to the welfare of animals in our society. When one looks at the number of small rescue groups, Petfinder lists, grass roots associations and individuals who are out there beating the bushes, spending their own dollars, matching needy animals with loving homes, it is evident to me that the job is not being done well enough by those who are charged with these tasks.

I believe that there needs to be a huge shake-up in every level of the SPCA, from administration to local staff members; and I also believe there are many who would agree with me on that topic. Sadly, in spite of pleas, letters, reports, documented cases, we are not being listened to - in fact, are being completely ignored - by those in a position to make effective changes. Even more sad and obscene is the fact that because of their 'selective hearing', thousands of animals are continuing to pay the price.
