Big, aggressive dogs seem to end up there until they rot

Dogs in pounds and so-called shelters are placed in rows of cages where most of them develop aggressive tendencies as they watch countless dogs and people march by every day. Big, aggressive dogs seem to end up there until they rot, as their contact with the public consists of barking and snarling at everyone who walks by.
