Again you are right as far as shelters are concerned as we know them.
However, if the modern, well thought-out shelter we have plans for were built (if the SPCA would only bend down far enough to see us low-down, "Know Nothings"), our furry friends would be much more comfortable and their stay would be far less stressful for them.
And please, let's not use the word euthanise for the killing of a healthy animal. Thank you.
