This is not the first time the SPCA has blamed Natives for being "uncooperative". Controlling the dog overpopulation by killing them has gone on for generations. What does the SPCA say?

In 2007: SPCA animal-protection officer Erika Paul said, "The SPCA has tried to work with Kuper Island, as well as other reserves, to start a spay-and-neuter program, but has not succeeded."

In 2009: "Cowichan Tribes officials have not co-operated with the SPCA's attempt to work with them on the problem."

It blames the natives. The SPCA historically has blamed "irresponsible owners" for the pet-overpopulation problem (which resulted in hundreds of thousands of pets being killed a year) by not sterilizing their pets and allowing them to breed. It blamed "irresponsible owners" even when some of its own employees were adding to the over-population by breeding and selling more pets. The paid employees killed pets for the SPCA and then made money on the side by breeding more pets.

That was hypocritical at best and dishonest too.

Worse hypocrisy - the SPCA also got rid of excess pets by killing them, and in fact, may still be. Not long ago it was saying that it doesn't have the resources not to kill them. And then there's the 56 reasons that the SPCA allows itself to kill for, and one reason is "too many dogs" and another is "too many cats".
