I called the SPCA about one incident on a reserve near Kamloops

Why do the natives treat the animals this way? I live in Kamloops and cross the reserve everyday to pick my husband up at work. I see it day after day, animals running out on the highway, getting hit by cars, or tied up and left to rot on a chain. I called the SPCA about one incident and was told to call the Band office. When I did and voiced my concern, I was basically told it was not my concern and it's their land. Someone needs to go to every home on every reserve and make sure the animal is spayed and neutured. There are alot of people out there that could use a job! What about it SPCA?

There are no feral animals. The ones that are not domesticated are FREE!
We have rehabilitated many dog off the reserve
It's only a matter of time before he's murdered
