Nor would they apply the bylaw to dogs tied to trees, saying that the tree was "shelter" even though the tree was leafless. And they said that a 2' roof overhang met the requirements for shelter in the bylaw. In other words they lied and lied and lied. We heard from at least 100 popele who were told by the SPCA that they could do nothing for chained, beaten, feces-covered, fly-infested dogs. We'll remember everyone of them forever. One sad story was of an immigrant who kept dogs under his house and poked a rake handle at them if they cried. It was the Surrey SPCA that would do nothing, saying there was no law against it.
Yes, of course, "someone" went and committed theft and took the dogs. The SPCA has forced thousands of people, mostly women, to commit criminal acts. Shame on the SPCA!
