Why tarnish a dying woman's name with this "hoarding" label?

This woman wouldn't have to have "hoarded" so many cats if the SPCA had their own damn Trap/Neuter/Release program!

Who is to judge how many is too many? If these cats were all fed, loved, and happy, why call her a hoarder? The implication by the SPCA is that she couldn't look after this number of cats, but if nobody complained, why tarnish a dying woman's name with this "hoarding" label?
