SPCA newsletter makes unsupported claims

I am incredibly impressed with the abilities of the writers of the BC SPCA Email Newsletter. http://www.spca.bc.ca/news
They are worth every cent they are paid.

I do wish however that the newsletter came with a set of definitions so the BC SPCA version of certain words could be understood. Words like "eradicate", "zero euthanasia rate of adoptable animals", and "adoptable animal" all appear to be used in an unexplained context. For example, the SPCA newsletter says: "In the 1970s, more than 80,000 healthy surplus animals had to be euthanized every year in the Lower Mainland because there were no homes for them. The SPCA clinic in Vancouver performed thousands of spay/neuter operations each year and helped to achieve a zero euthanasia rate for adoptable animals in the Lower Mainland."

Are we, the public, to believe that no healthy animal is killed for lack of space in the Lower Mainland?

When I worked for the SPCA on Saltspring Island in 2000, a healthy cat was ALWAYS killed so that there would AlWAYS be an empty cage
