The time I am referring to was when I was a staff person at the SPCA

Robert Brodgesell was on the Board when I was a volunteer at the Saltspring SPCA, and at that time I was unaware of how many cats were being killed.
The time I am referring to, however, was when I was a staff person at the SPCA.
I knew exactly how many cats were there, and how many cages were occupied, and I witnessed, and was told about, the ones who were killed by the Branch Manager.
The reason she gave for killing them was that it was SPCA policy to always have an empty cage, so that members of the public were never turned away from surrendering their cats, or from bringing in a stray.
The Branch manager also told me directly that she killed torties because she didn't like them, and she killed cats who looked at her "funny".
Mr. Brodgesell was unaware that this was happening - the Branch Manager did not engage in this kind of behaviour in front of Board members, but she did it in front of me, telling me to "toughen up."
I reported this behaviour to the then chairperson of the Board (not Robert), who apparently chose not to pass along my concerns.
