Perhaps the SPCA will sue the mayor of Nanaimo

Perhaps the SPCA will sue the mayor of Nanaimo for refusing to give them a spay/neuter grant because of "scandalous misuse of funds at the provincial level."
I think the city would do well to give the grant money to a smaller rescue group, specifically for spay/neuter. They could even divide the money between various veterinarians in the area on account for the rescue groups' spay/neuter program.

Until there is action from the SPCA, these are more paper promises only
