There are parts of BC where there is still a large market for outside dogs and in these places the SPCA sells outside dogs, but in more civilized areas of BC, where the market is more upscale, the SPCA seems to be practising better animal welfare, as in this case of saying this former "outside dog" is looking for an "inside home". This is a recent improvement at the Nanaimo SPCA which earlier this year was selling dogs that would be left in a yard all day.

The premier animal welfare agency in BC ought to be setting the highest example of animal welfare, not having to be pushed to meet bare minimums, but this is some progress at least.
