They've done this instinctively, without ethics committees and with almost no money. Now - will the SPCA follow through for these dogs come hell or high water?

Yes - it is what the SPCA's competition and critics have always done

Last night I checked a few of the Petfinder sites for some Lower Mainland SPCAs

I hope the SPCA goes even further and makes sure that dogs are not being left outside and tethered 24/7
