It was made clear at Monday's City of North Vancouver council meeting that the SPCA responded to every complaint regarding the pit bulls that later killed David Hughes' cat.

The SPCA followed up according to the guidelines of the city's animal-control bylaws.

The tragic attack didn't happen because of a lack of response from neighbours or the SPCA, but because of the irresponsible actions of the dogs' owners.

Our communities will only be safe when all dog owners take responsibility for the proper care, socialization and management of their pets.
