It is not the dog's fault when it kills a cat or rabbit or other small animal

How many of these kind of happenings does it take to convince people to look after their pets in a way that they are safe from predators?

It is a terrible thing to lose a pet, even by natural causes, yet so much worse, when it is killed because the care giver did not protect it.

There will always be a roaming dog or other animal hunting a smaller pet. Of course it is the dog owners responsibility to keep the dog under control.

It is not the dog's fault when it kills a cat or rabbit or other small animal; that is the dog's nature, same as a cat will kill a bird.

If, because of this, the dog or cat is declared vicious, we have to kill every dog and cat.

It is the pet owner's fault, when the pet comes to grief, because it is obvious, the pet was not given the protection needed.

But then everyone knows all this.
So why does it still happen?
