While some of it sounds good, as in previous plans, in my opinion some of it is wishful thinking and some of it is hot air.
But, no doubt, a lot in this plan is showing attempts to improve.

I find fault with two major issues, or rather missing issues.

1.)
I don't see anything in this plan, which would hint completely open financial accountability to the public, and I mean open books at all times.

2.)
Other than a short mention of coalition with other animal welfare groups regarding feral cats, there is no plan of a truly workable cooperation with other animal rescue works.
The BC SPCA still insists on doing it all on their own, knowing very well, that they could never manage without all the other organizations.

My idea is to pull all animal rescue and welfare groups and individuals ( all struggling on their own ) in the entire province together, ( thousands of people ) under one society.
Call it the BC Animal Rescue Community, ( BC ARC ).

Think how much more efficiently they could all work, being able to assist each other and the clout such a large society would have with the government.
Such a society could establish its own animal housing and welfare facilities, not in competition with the SPCA but in conjunction, which would force the SPCA to open up and cooperate with these people to form a united front in the interest of animal welfare.
