Where was the prevention of cruelty in seizing Gwen's animals?

What I can't understand is why didn't the SPCA tell Gwen Wilson to clean up the trailer instead of taking and probably killing her cats? She was treating the sick ones, and that is more than the SPCA does sometimes. So I have to agree with the question how can this be animal welfare? I know that the SPCA has to enforce the animal protection law too but it is supposed to do both if my reading of the PCA act is right as it seems pretty clear that the act is supposed to 'prevent' cruelty and only 'seize' if prevention isn't working. Where was the prevention of cruelty in seizing Gwen's animals? It seems to me the SPCA actually inflicted suffering on Gwen's animals and for what purpose?
