From the article, it sounds as if there is a fairly good network of people in the Powell River area taking care of the problems that animals are facing in the region. There is a Pound. There is Audrey Hill. Perhaps someone should suggest that Audrey run the Pound and turn it into an organization that would take over the fostering and adoption process and the rest of the required animal welfare. With the support of the District, I would think that all concerned could do the necessary welfare on their own. And the City and Region would be in charge of their own situation. And the Pound would become a Shelter!
