Big Heart Rescue has sterilized 47 dogs, 39 cats and one rabbit in 2006.
If a very small non-profit group with funds raised from basket sales, raffles, garage sales and small donations can achieve a 100% sterilization rate, why can't those with staff, massive funding and a huge volunteer base do the same?
