Can anyone explain why the SPCA isn't doing this now?

Ms. Martin wrote, "Craig Daniell said that the current plan is to spay/neuter 100% of animals leaving SPCA facilities by 2008".

I cannot understand the inability of the SPCA to sterilize each and every animal prior to adoption (with exception for the aged, very young or ill) now, today, this moment!

Please, will someone explain to me why companion animals purchased through the SPCA are not sterilized before they are sent off with their new owners?

Not to do so, and then to scratch your head in bafflement at the "pet overpopulation crisis" is ludicrous

Does the SPCA's announcement mean every animal will be pre-sterilized, or just every animal that is old enough?
