Does the PCA Act apply to dogs on Reserves?

These dogs meet all the criteria to be rescued by the SPCA. Why does the SPCA appear to ignore dogs on Reserves?

I was told that the SPCA in Kitimat could not help dogs on a northern Reserve - it was too far for the SPCA to drive!! I could not get an SPCA anywhere to help. It was left to those of us on the Reserve (non Indian) to take as many dogs as we could to vets or foster care.

I will be getting in contact with the Ministry of Agriculture to see why the SPCA ignores these dogs. I encourage others to do so as well.

If all sick animals are "in distress" that means that SPCA's themselves are committing an offence under the Act
