The dog cannot go anywhere, he can basically sit or stand. We asked the guy if he stays there and does he get to go on the grass ever? He said the dog stays there and sometimes gets to go on the grass but never in the house.

(AAS Note: this is perfectly legal in Surrey. Given that there was just an inquest into the death by mauling by unsocialized Rottweilers in Maple Ridge, you would think that municipal lawmakers would be banning this cruel and dangerous treatment of dogs.
