Dear Mayor Watts and Council,

Why is it acceptable for a person to treat their dog like this in Surrey?

Is it not time for a bylaw insisting on the reasonable treatment of dogs in your municipality. Why not make the chaining, tethering, penning and isolating of dogs unacceptable in Surrey? Locking them in garages should also be deemed unacceptable. Should dogs not be required to be brought inside and to receive PROPER food, water, veterinary care and shelter?

All your residents deserve to be safe, particularily children and mistreated and unsocialized dogs are responsible for horrendous deaths like the 3 yr old child killed in Maple Ridge.

Is it not time for Surrey to enact a bylaw insisting on the proper treatment of dogs? or is Surrey mayor and Council prepared to wait until a similar fate happens to a child in your neighbourhood.
