A lady called. Her neighbour beats on his dog when he's drunk. He's away right now, and she wants me to come and steal the dog. Ugh. She says the SPCA said they couldn't do anything unless he wasn't feeding it or giving it water. Advice please? I know she doesn't want to have to watch the dog suffer, but I can't take the dog illegally. I can attempt education, but it seems it would be futile..

Why can't she steal the dog???? If the owner is away and it's not being fed or taken care of call the SPCA. Is it chained?
