Why is it that people at a local pound seem to be more compassionate

This continues to be unacceptable to me! I have heard of so many people complaining of their frustrations of calling the SPCA to tell them about a dog only to have the SPCA say that they can not do anything and that the dog is okay.

When I lived in New Westminster, I talked to someone at the local pound about a dog I was worried about and these people were very compassionate and always went by to check on the dog. One day when the dog saw an opportunity to break free of the rope she had been tied to 24/7, the pound took her in and called me. I got that dog a wonderful home where she got to live the rest of her days inside, visiting the beach every day with her owners.

Why is it that people at a local pound seem to be more compassionate than a society which claims to prevent cruelty to animals?

I realize the SPCA has a much larger case load than a local pound, however, at the very least the SPCA could go to these people tying or isolating their dog, and explain that not only is it distressing for the dogs, but also for the public who have to witness such treatment of animals right in front of them.
