In the meantime, phone your State Department of Agriculture. There may be some laws already in place to help you such as regulations requiring a license for number of dogs per address or kennel licence.

Do you know where these animals are being bred and sold? You may be able to acquire information that shows there is a conflict of interest. Collect the advertisements.

That this is occuring in a smaller community may be a good thing if enough people are enraged about this.
