A person representing himself as an SPCA employee has laid the blame for dog euthanizations on the public. This is not news. What is novel, however, is his assertion that "... education to the public is mandatory ..." to encourage more people " ... to adopt a 'problem' or 'questionable' dog." There is no acknowledgment of the conditions that led to the desocialization of these dogs. No mention of educating the public to properly care for these social animals. Certainly no admission that more could be done by his Society for the Prevention of Cruelty to Animals. According to him, euthanizations satisfy his "customer base".
