Quebec has already stated....

Last year in a TV interview, I think it was a W5 story, one of the Provincial officials in Quebec said that they had no plans to bring in any legislation against puppy mills. He said the reason was because there was no money in their Provincial budget to enforce any puppy mill laws, and that the Quebec Govt could not justify spending money on animals rather than children or other ministry issues like roads and highways.In my opinion, at this point the only hope is for a Federal bill to be passed, which would cover Quebec too.
