Still no straight answers from the SPCA

The BCSPCA stated that in October 2002 they would make their decision whether to remain in pound contracting or not. To date, they have not made any formal announcement in this regard, and the deadline they set for themselves came and went four months ago. With the announced closures of Langley and Chilliwack, the question arose again more recently. In several newspaper interviews, the SPCA gave contradictory answers as to whether they were moving away from pound contracting or sticking with it. Then just last week, the SPCA's Kim Capri was asked straight out in an email letter, to please answer this question once and for all, to clear up any confusion. Ms Capri's reply was that she would like to answer this question at the Maple Ridge Animal Services Review Committee meeting on Feb 5,2003. That meeting has now come and gone, and there is still no clear answer. Ms Capri seems to have been trained well at talking in circles around an issue, without having to commit to a real answer. She repeatedly hid behind the excuse that she was new to the job and did not have any information about a number of questions asked of her, and I think it made people wonder why she was even at the meeting.
What I would like to know, is that if Ms Capri had no intention of giving a real answer to the big question that everyone wants to know, and that the SPCA was supposed to answer four months ago: Is the BCSPCA going to remain in the pound contracting business or not? then why did she say that she WOULD answer it, a week before the meeting.
