SPCA radio announcements

For the month of May, the BCSPCA is airing public service announcements(not paid ads) on News 1130, as part of the station's Community Spirit program.
I have heard three radio spots covering different topics, and I feel the SPCA has badly missed a valuable "free" opportunity to convey the appropriate message to the public.
The worst offender is the message read by Nadine Gourkow, that talks about dog attacks and the importance of socializing a puppy. She also says that if your dog shows aggressive behavior, to not isolate it, but to get professional help. She never once mentions the very things that cause a dog to become aggressive, like chaining and keeping a yard dog. She focuses entirely on public safety, without offering solutions.
When is the BCSPCA going to tell the public the truth? How long are they going to continue glossing over the facts and treading oh-so- carefully around the real issues that relate to animal abuse,neglect and cruelty?
They have been given the entire month of May to air these announcements several times a day, and once again they've blown it.
