I'd like to find out why this decision was made

Re: "The SPCA has just announced a reversal of last summer's agreement and now easily sellable purebred dogs will be kept by the SPCA for at least a week before possibly letting a rescue group to have the dog. Hard to sell dogs,
old, sick, poor temperament, are still available."

I'd like to find out why this decision was made. Surely the SPCA would be less burdened with space, labour, & expense by accepting the help of purebred rescue groups. The purebred dogs would suffer less going straight into the hands of those who know them the best.

And other dogs at the SPCA could get better care(and extended life) with more space available.

Why then??

They might say it's only for a week, but then they don't know or care for the animals' suffering spent in isolated, concrete cells. A week can be crucial. A week is way too long for the poor abandoned dogs to endure.
