I don't think there actually is a ligitimate charge the SPCA has against you. In fact, harassement, bullying and threats could be a great counter charge and if you called the Kelowna RCMP, you could make a counter charge with the very RCMP officer the SPCA claims to have contacted. If there was a charge against me, I would want to know. Actually, if you wished to really pursue the issue of awareing the public, an article in the local newspaper stating only the facts of how the SPCA handled your concern would be most appropriate. Do not feel alone as many editors, citizens and former government staff memebers are bringing all sorts of issues of government misspending and inaccountability to the surface. I commend you on your determination.
