Subject: Approved Application Process

June 30, 2004,

Attention: SPCA Board of Directors
Kim Archibald, Manager Surrey SPCA
Craig Daniell, CEO SPCA

The Board of Directors and members of Big Heart Rescue have agreed that our organization will not complete the Approved Rescue Application form nor submit to in-home inspections by Special Constables of the SPCA.

This decision will remain in effect until:

*The SPCA assessment “tools” are used to save lives and not take them
(visit this link to see what true temperament testing entails) http://www.bestfriends.org/old-index/rocky-test.htm

*The SPCA rescinds its order to kill Cheech due to providing false information on the assessment outcomes
http://www.animaladvocates.com/cgi-bin/newsroom.pl/read/5811 ("assessments" exposed for what they are – frauds”)

*The SPCA removes the suspension of Amanda Muir and Kirsten McConnell
http://www.animaladvocates.com/cgi-bin/newsroom.pl/read/5782(“Kirsten McConnell on Amanda Muir”)
*The SPCA conducts home checks on ALL adopters and completes follow-up on ALL adopted animals

*The SPCA spays and neuters every animal prior to adoption, (pending age and medical conditions)

*The SPCA communicates openly, honestly and works in partnership with rescue

http://www.brindleweb.com/bbs/index.cgi?read=44165

*The SPCA stops killing for kennel cough and other minor medical conditions
http://www.animaladvocates.com/cgi-bin/newsroom.pl/read/5051 (foster homes were available)

b]*The SPCA is accountable to the donating public and its members
http://www.cyabc.ca/cgi-bin/webbbs_config.pl?read=2297

*The SPCA applies the Five Freedoms within its own organization and ensures that each of the Five Freedoms is applied to all companion animals within British Columbia
http://www.spca.bc.ca/about/default.asp

*The SPCA removes chained dogs who have nothing more than “food, water and shelter”
http://www.animaladvocates.com/ItsTime.htm( fight to ban chained dogs)

*The SPCA utilizes resources for appropriate rehabilitation of companion animals

*The SPCA recognizes and acknowledges that rescue is a positive option and one that is valued

Big Heart Rescue will continue to provide support, rehabilitation, education, fostering, sterilization, medical intervention, training, follow-up, screening, networking, food and supplies to companions that find themselves in need and who are not within the SPCA system. These would include:

* The six year old Golden Retriever who has been attached to a fence for her entire life and survives on a four foot chain surrounded by feces and urine.
* The Bella Bella dogs/cats who have no access to medical care, who are shot for roaming the streets, who die horrible deaths from Parvo and Distemper
* The dogs who lived for one month without food or water when their owner was evicted and he left them chained at the vacant house
The dog whose lower jaw was detached from his face, had been shot with a pellet gun, run over by a car and electrocuted.
* The puppies who are filled with parasites and suffering from mange
* The dog who lived his entire life in a small cage between a trailer and a shed
* The dog who endured two years chained and living under a 1 foot deck
* The chained boxer who is being trained as a guard dog, who lives his life without toys, love or safety.

Yes, Big Heart Rescue will continue to provide support to companions and when the SPCA is ready to apply ethical rescue standards to its own organization then and only then, will our Board of Directors review a working relationship with the BCSPCA.

What became of the abused, ill, and neglected dogs the SPCA ignored?
